Need advice from one who's Done the Dispute Thang: UPDATE
Hi all!
Fortunately enough, this isn't a cel-related dispute I'm involved in, but here's the deal.
1) bought Halloween costume in October (imagine!) with "Guaranteed Delivery Before Halloween!"
2) Costume failed to arrive. (2 of them, actually, but the 2nd seller refunded my money.)
3) Filed complaint.
Today, I got a bizarre package in the mail... a cel-sized manilla envelope with a wadded up piece of paper inside. And delivery confirmation! The best part is this: postmarked NOVEMBER 3.
oddly enough, I also got
4) email from PayPal notifying me that the seller had supplied a tracking number ... which happens to match the one on my wadded up piece of paper..
This is quite obviously an attempt to get around the refund. I'd cancel the dispute because it's only $20 except that it pisses me off that someone would do something so retarded over something they really messed up.
BUT -- and here's where the question comes in.
There's no place that I can see to supply additional information on the case. It says I can either cancel or wait 2 days and someone will continue investigating the case. I want to send them a picture of the envelope with the piece of paper, including the postmark.
Has anyone had any experience going this far through the process? and what happens next?

Wow! That's really screwed up! I'm pretty shocked that the seller has done this.
Let me see if I understood. You are saying that you never received the costume in time for Halloween. So instead of the seller admitting they were at fault for not delivering when they said they would, they then sent you an empty package (with the exception of a wrinkled up paper inside) that was postmarked Nov. 3rd?
I would definately take pictures of the package, it's postmarked date, and it's contents, then email those pix along with the auction url to paypal. If the auction clearly states that your item would arrive by Halloween and the package is postmarked Nov. 3rd then I would think Paypal would look into this and hopefully take action against the seller. Sorry this has happened to you Baakay. I hope everything works out for you. Hopefully someone more helpful will come along.

Isn't that the most ridiculous thing?? I'd be cracking up if it didn't make me so mad that they're trying to get away with something.
It would have been nicer if I'd been able to refuse delivery, but it was an easily bent envelope that just went in the mailbox. gotta love it. ;D

Pfft, some people are just unbelievable. If the package had a DC#, you won't even have to send PayPal a picture of the postmark. Assuming they investigate by visiting the USPS website, under "additional information" it will tell them the day that the package was shipped. Hopefully that will prompt them to ask you for further details.

This is what I would do....
Take a picture of the outside with her address on it. Take a pic of the waded up paper for further details and then call paypal discuss it with them and e-mail it to them along w/ a pic of the costume in question from the auction. That alone should be enough to prooce that the item could not fit in the package and the seller was a fraud seller.

"Yep"
"and the envelope was postmarked November 3?"
"Yep."
"yes, you're due a full refund."
Muahahahaha. Of course I will net zero (or less) from this transaction, but I'm mad as heck that the person would resort to such a scheme over $20. The PayPal person said he'd heard of things like that happening before.
Still waiting on the final outcome, but heck.
